Notice the folks in the box seat area just below the peanut gallery. The men have taken their hats OFF and they are on hat racks near the windows. And notice the few examples of Panama hats, with a predominence of straw boaters

It annoys me that Shorpy watermarks public-domain photos and doesn't link to the originals (usually from the Library of Congress). In many cases there are additional shots of the same subject there, and sometimes elements cropped out. A selection from this thread —

Look at all the hats in this image. In today's world they would all be wearing ball caps. The adjustable size ball cap is today's Fedora. Most guys just do not have much access to hats other than what they find at Walmart.
