Marks & Spencer dress.

Not worn by me, bought from a charity shop a few months ago & just sat in the closet!

Size 12, belted button through shirt dress, flared skirt. Complete with shoulder pads(!). Excellent condition. £5 + P&P

measurements are from seam to seam, measured hung up, taken with the help of my mum

Bust (measured armpit to armpit) - 19" (38")
Waist - 15" (30")
Hip - 25" (50")
Length - (measurement taken from collar seam) 48"

I really can't tell. I don't think it is 40s. Looking at the Vintage Fashion Guild site, I would say around 70s, but I really have no idea! Sorry to be of such little help!!
