Looks like a “pusher downer.” It’s a tool used when blocking a hat and getting the felt to tightly conform to the block. It forces the blocking cord tied around the felt over the block down.

I've also heard them called a runner downer.

Rick @humanshoes makes/made them and offered them for sale. He also makes puller downers and rounding jacks.

It's a Pusher Downer...and this is how it's used in hat making, courtesy of Tom Gomez of the "Gomez Hat Company"

That is what I love about hat making nomenclature.....call a thing by what it does.....no fancy names ….just a descriptor of what it does.
