Doing a little more research on Frederick Fox.... looks like had makes hats for Queen Elizabeth as well.

He sported this hat recently on his cameo on "Mr Sunshine"

Send the pics/vid to one of the hatters and they'll whip up a reasonable facsimile.

It's not a pencil curl. He is just wearing it brim up and might have hand tweaked it a bit. My guess on the brim is around 2 3/8 inches. It's a nice hat but you could easily find a similar vintage one or have a custom made.
