I wouldn't count on that.Just have him declare $10 customs value, problem solved.
I ordered something recently; it was shipped via DHL, and German customs held and inspected the package. The seller had already taken care of the customs duties and VAT, though. Still, they did a random check to see what was inside the package.
A while ago, a friend of mine received a leather jacket as a gift. Customs stopped it, estimated its value, and then charged customs duty on it.
Often it goes well, but if you're unlucky, it doesn't.
If the declared value is significantly lower than the actual value, it’s also a real bummer from an insurance standpoint if the package gets lost
I guess I don't really need it that badly after all
