1)This might sound a bit crazy but you could give it a going over with an electric razor to trim back all itchy fibres
2)You should probably sew some lining into it tho because the fibres have a harder time poking through the smaller gaps in the lining fabric.
3)You could also hand stitch...
I would be all over some cute blouses, especially in a silk crepe or some knit tops, I have a 40 inch bust :eusa_clap and have a real problem getting my girls into vintage things. I have a hard time getting vintage sewing patterns that size too and when I do I have to alter the heck out of them...

I have had great sucess using Vaseline/Petroleum Jelly on problem areas especially where your shoe rubs the back of your heel and gives you nasty blisters. Take about a heaped teaspoon and rub it into the inside of each shoe for about 20-30 seconds and leave them over...
