Not a style I'd immediately think of for 1931

I didn't think so either. I surmise it was for an older gentleman who wanted to dress like he did in 1911.

yeap I kust sold a large late 1920s jacket with very similar cut. Its conservative and almost Sac suit like.

The "belly" of the lapel looks a bit like the crazy suits from Romania but they were all high buttoning.
