1950s XS formal dress with some issues

Beautiful 1950s x-small sized formal dress. Its a long tight fiting sheath dress style, white with black floral pattern, sleeveless, deep low cut V-back, and a big black bow at the back of the waist with long ties that dow down to the hem of the dress.

Its a beautiful dress, but it has some issues. My best guess is that someone tried to hand wash it to get rid of some yellowing under the arms, and the dye from the black bow bled into the white of the dress in places (see last photo). No rips, tears or stains otherwise. I've never had the time to see if it could be fixed up, and my wife doesn't like the dress that much so I think it needs to find a good home.

All measurements garment laid flat:
Bust (under arm to under arm at widest part of bust): 17
Waist: 13"
Hips: 17ish" (some stretch in the material)
From neckline in front to black ribbon at waist: 17 1/2"
Length from front of collar to hem: 42"
Length from top of shoulder seam to hem: 43"
