Welcome. It is a Tax free shop but they don't ship overseas. There were some Toyo items on sale when I went there Jan 2015. I bought some Sugarcane and Buzz shirts that were half price.
Hinoya of Ueno is another great store if your son happens to go to Ueno for sight-seeing.
