Is there a device to measure a hat quickly ?

Had a gent tell me the hat I sold him dosen't fit and isn't a 58 like the label says, quite rare for a vintage hat to be bigger then the label says they normally shrink!

Is there a quicker way a device or something that will measure the circumference?
My hands are shaky and i struggle to get the tape measure around the inside with out it flopping around.
Would a hat jack measure the circumference?

That vintage sizer will cost a lot, if you can find one. Using a hat jack will work - just barely snug it to the inside of a hat, being sure it sits on the sweat band properly, then take off the hat and measure around the jack, at the bottom, as the wood tapers in at the top. The fussy part is approximating how tightly the jack should be.
