What might these front "pleats" be for on this Herms Leathertogs Jacket?

Have never seen pleats like that per se (maybe an add-on), but many longer early cafe racer jackets had this 2-3" opening below the main zipper. Riders may be able to tell you more, but I think the design was for these "pleats" to open up when you sit on your bike and still protect your belt-line and maybe even the upper thighs from the wind.

That is someone shortening the hem the DIY hack way...
