What might these front "pleats" be for on this Herms Leathertogs Jacket?

Have never seen pleats like that per se (maybe an add-on), but many longer early cafe racer jackets had this 2-3" opening below the main zipper. Riders may be able to tell you more, but I think the design was for these "pleats" to open up when you sit on your bike and still protect your belt-line and maybe even the upper thighs from the wind.
That is someone shortening the hem the DIY hack way...Any ideas? Anyone see such pleats on any other similar era jackets?
