I would say the "Made in France" precludes intended sale in France. Then it would say "Fabriqué en Française", or something similar (my French is as rusty as ever).

Also, a golden era Mossant wold have stated Mossant Fréres, not Chapeau Mossant (at least in my experience). An example:

Here's a bit more information on the Chapeau Mossant Cavanagh.

This hat is fully lined with a heavier fabric which includes the sweatband, across the underside of the brim, and binds the brim. Like a tophat.
It is in immaculate condition except for some fading and small spots on the band.
