Mystery Uniform Shirt (dated 1945?)

The thrift store flotsam has washed up another mystery garment for me to test on the FL experts:

It's black, a thin wool, with reinforced sleeve cuffs, a badge mount on the left breast, and with unusual milky white cat-eye buttons up the front and on the cuffs. It almost looks like a police uniform (except for the buttons). [huh] Maybe a cadet shirt of some kind?

The tag inside the collar says "Louis the Tailor - Montebello California" and the one on the shirt hem is faded but faintly visible in the "date" line is "28-11-45". Not sure if that is a 1945 issue, but the feel, smell, and tag seem to indicate a mid-century shirt (i would have guessed 50s or 60s)

Anyone know better? Thanks in advance!
