All the good 30's yeggs dressed well, like businessmen. Having read the biography, the only time Dillinger really dressed down was after most of his gang was dead except for Homer Van Meter, and the two of them wore overalls and slept in the back of their car while constantly on the run. (This period was conveniently skipped in the movie by killing everyone at once.) After pulling another bank job, I suspect he bought another suit. Melvin Purvis was quite relieved it was hot enough the July day he was killed that Dillinger went to the theatre without a jacket, meaning he would only have one or two pistols at most.

While Pretty Boy Floyd was killed a few months after Dillinger in real life, he was, in fact, wearing a blue suit and oxfords when he was gunned down, just as depicted.
