From what I've heard it's more or less "real time" -- fifteen years or whatever from the events of "Nemesis," meaning post-Dominion War/post-Voyager era. They've been very cagey about what exactly Picard is doing, other than to say that this is a "different Picard" than we've seen before. Some have speculated that it's Picard retired to his vineyards, dealing with the travails of early 24th Century grape farming and playing his flute, but I hope it's not that.
Oh, I think if they introduce a whacky next-vineyard over neighbor it could really take off.

Nice hook to get people to cough up some cash. No doubt difficult moral choices were involved and Jean-Luc will guide us through the finer points. I hope Captain Picard remains true to character. Love that guy. Personally, I think times are ripe to revisit the United Federation of Planets in all it’s original high-minded optimism. I could use a dose of hopefulness about the future right now. I hope they don’t botch this.

I first saw Patrick Stewert in I Claudius (which is the best TV drama I have ever seen), and he was awesome.
Stepping into the captain's role in Star Trek was some task! Filling Jim Kirk's shoes was a tall order, but I think he made the role his own.
I remember when he first started, someone at the production company kept covering the sign on his trailer with a note that read 'unknown English actor'. Boy, did he prove them wrong.
I'm looking forward to JLP's return, but as others have noticed, writers seem to give him a different character and temperament in the movies to that wich he has in the tv show, that's a worry (in the movies he's way more hung-ho and less self-aware, there's a YouTube video about it).

If Q-continuum isn't involved, I bet on Starfleet Command betrayed Picard and the whole fleet, doing a paramilitary operation with huge crime.

What if the destruction of Romulus wasn't an accident? What if it was a Section 31 operation designed to ensure Federation hegemony in the Alpha Quadrant? The Romulans suffered less damage than the Klingons or Cardassians in the wake of the Dominion War, and were the only obvious threats to complete Federation dominance. Blow up Romulus -- with plausible deniablity -- and there's no threat. Picard gets wise, and gets nowhere -- so all he can do is resign in protest.

I doubt they'll do anything so involved in past continuity but that's how I'd write it. It was already thoroughly established in DS9 that there were those at the highest levels of the Federation who had no qualms at all in perpetrating genocide to ensure political security.

Without sailing into verboten territory, this is certainly a viable direction for them to take the show in, given that Trek has always been a comment on contemporary geo-politics (regime change, et cetera) to some degree or another.

How much back-story they'll bring to it might be influenced by how far they are aiming this at a wholly new audience. My guess is there'll be enough in there to give it heft for returning fans of JLP, but comprehending the show's bigger narrative won't necessitate it, thus allowing for newcomers.

Maybe it's to soften us up for first contact?

Back in 1983, there was a strong conspiracy theory doing the rounds that ET was designed to soften us up for first open contact with aliens, and prevent mass panic after decades of 'evil invaders' being the go to for alien species. There was, of course, another theory that Ronnie Raygun's 'Star Wars' project was to protect us from the same. Gotta love a good conspiracy...
