Yes, your coat looked black, but the Navy and the contractor called it blue-a very dark blue, so dark it looked black. It looks black to me.
You wouldn't have noticed the insulating liner unless you were specifically feeling for it. If your coat blocked the wind at Great Lakes and kept you reasonably warm, it had the lining. If you could feel the wind coming through the shell, it didn't have one.
